Gezien de oorsprong van het Internet {DARPA) is het niet zo gek dat het DoD 
op een berg IP adressen zit. Hoogstwaarschijnlijk zijn dat allemaal 
pre-CIDR (en pre-RIR?) allocaties. Er is in de begindagen erg kwistig met 
adresruimte gestrooid. Niemand had toen bedacht dat IP adressen geld waard 
zouden worden ("betalen voor een int32!?").
