That seems very likely.
Note also that AS1199 is (also) a Surfnet (Dutch research network 
operator) AS, described
aut-num:        AS1199
as-name:        SPEELTUIN-AS
descr:          SURFnet

aka 'Playground AS' .

The descriptions on the route objects are HITB2014AMS .
Probably Surfnet used this prefix to provide connectivity for Hack In 
The Box 2014 Amsterdam.

So it seems this prefix, and at least one AS are intended for 
test/development or very short term usage - which makes it likely that 
the rPKI breakage is intentional testing.
